Ctrl + Maj + faire glisser l'élément avec la souris (en maintenant le bouton gauche enfoncé) : créé un raccourci vers l'élément sélectionné.
Ctrl + Inser : copie les éléments sélectionnés (texte, image, etc.).
Ctrl + droite : ramène le point d'insertion au début du mot suivant.
Ctrl + gauche : ramène le point d'insertion au début du mot précédent.
Ctrl + bas : ramène le point d'insertion au début du paragraphe suivant.
Ctrl + haut : ramène le point d'insertion au début du paragraphe précédent.
Ctrl + Maj + une des touches de direction : sélectionne un bloc de texte

Windows + F1 : ouvre l'aide de Windows.

L'ONG Your Right To Know : "Pour une législation digne de ce nom"

Oeuvrer pour l'adoption d'une législation digne de ce nom en
matière de droit à l'information : tel est l'objectif que s'est
fixé Your Right To Know, Organisation non gouvernementale (ONG)
nouvellement créée, et dont les principaux animateurs sont le
professeur Raj Mathur et Deenesh Kumar Gya.

Selon le prof. Mathur, le droit d'être informé est un droit
fondamental intimement lié à la liberté d'expression que garantit
la Section 12 de la Constitution. En marge de la présentation
annoncée de la législation y relative à la rentrée parlementaire,
la nouvelle ONG veut s'assurer, selon son animateur, de l'adoption
d'un "genuine act", ce qui garantirait l'accès du citoyen à un
maximum d'informations.

M. Mathur explique que pas moins de 68 pays disposent déjà d'une
législation semblable ; il soutient qu'un Right To Information Act
(ou Freedom of Information Act) assure une meilleure transparence
dans la gestion des affaires de l'État en contraignant les services
du gouvernement, des corps parapublics et des compagnies à capitaux
d'État à être redevables envers les citoyens.

L'intervenant rappelle que ce sont les citoyens, à travers les
taxes directes et indirectes, qui financent les services dispensés
par l'État et qu'il est, à ce titre, justifié que le public sache
comment son argent est utilisé. "C'est un moyen pour le citoyen de
participer aux débats publics dans l'esprit même de la démocratie",
dit-il.

Le professeur cite l'exemple de l'Inde où une législation semblable
est en vigueur depuis 2005. Ce qui, affirme-t-il, a aidé à
"empower" la population. Et d'indiquer que, selon la législation
indienne, tout fonctionnaire est tenu de fournir des explications à
tout membre du public qui estimerait que son droit a été lésé par
un service particulier dans un délai maximal de 30 jours, et ce au
risque d'être mis à l'amende.

En Inde, toujours, dans les cas de corruption alléguée ou de
violation alléguée des droits humains, le délai pour la
transmission des informations n'est que de 48 heures. "L'adoption
d'une telle loi changera, véritablement, la vie des gens", laisse
entendre Raj Mathur qui rappelle, notamment, les tracasseries
administratives que rencontrent souvent les petites gens dans leurs
multiples démarches auprès des autorités.

S'il concède qu'une telle législation ne saurait s'appliquer aux
secrets d'État (dont les informations relatives à la Défense ou
encore aux sujets concernant la vie privée des gens), M. Mathur se
dit partisan d'une loi qui couvre le maximum d'informations
d'intérêt public. "Il nous faut, met-il en avant, un Right to
Information Act ou Freedom of Information Act digne de ce nom".

Il rappelle que l'adoption d'une telle législation fait partie du
programme de gouvernement de l'Alliance sociale où la question
figure parallèlement à celle relative à une Equal Opportunities Act
(EOA). Pour le prof Mathur, il ne saurait être question d'EOA sans
une législation garantissant le droit d'être informé. Dans le même
ordre d'idées du droit à l'information, il se prononce pour
l'ouverture du paysage audiovisuel à la télévision privée en vue
d'une "diversification des sources de l'information télévisée".

M. Gya explique, pour sa part, que Your Right To Know est une ONG
"apolitique et ouvert à tous" et dont l'objectif est d'éduquer la
masse sur son droit à l'information. Dans le cadre de ses
activités, l'ONG animera des sessions d'informations sur la
question avec l'aide des Forces vives. "Il est temps que le
Mauricien retrouve confiance dans le pays et qu'on en finisse avec
la présente situation où tout est confidentiel", conclut-il.
